According to VIA, the proposed plan includes an implementation of 24-hour VIA service, enhanced services for the elderly and disabled, increased service within VIA's primary transit network, expanded service to new areas, new transit technologies, improved passenger facilities and the restoration of VIA's financial health.

"Our community is losing out in a competitive way with other communities," Tim Tuggey, VIA board chairman, said during a West San Antonio Chamber of Commerce meeting. "Think of VIA as a system and not just off in a corner running buses."
